For more than 30 years, his\nprofessional career has always been oriented towards sustainable development\nand in particular production of fish and seafood. This commitment, in the area\nof development cooperation as well as in the private and public sectors, has\nformed the backbone of his career and still motivates him today as a consultant\nin fisheries &amp; aquaculture.<\/p>\n\n\n\n<p>Jean-Marc Libioulle has obtained a master&#8217;s degree in Zoology at the\nUniversity of Liege in Belgium where he also specialized in fisheries,\naquaculture and water management. After spending one year at the university&#8217;s\nAquaculture Research Centre, he began his career in South America, first\ndeveloping small scale fish farming projects in the Amazon and then as a shrimp\nfarm manager on the Ecuadorian coast and in Dominican Republic<\/p>\n\n\n\n<p>His wide experience in aquaculture allows him to carry out feasibility\nstudies and to give technical advices or training both for the industrial\naquaculture and for small scale fish farming development projects.<\/p>\n\n\n\n<p>After more than 15 years in the aquaculture production, he starts\nworking for the European Commission at the General Directorate for Maritime\nAffairs and Fisheries where he gains experience in auditing governmental institutions.\nHis auditing skills enable him to quickly obtain a global view of a fisheries\nor aquaculture system or industry and to detect ways of improvement. For\nexample, he has evaluated at national level many governmental fisheries control\nsystems but also a national system to ensure biosecurity for aquaculture. Mr\nLibioulle is also able to prepare aquaculture facilities for different\ncertification schemes. <\/p>\n\n\n\n<p>As an independent consultant, Mr Jean-Marc Libioulle is available for short term assignments in the fields of fisheries and aquaculture.
